The town of Shelburne, Massachusetts, drafted a petition to Governor Bowdoin asking for clemency towards the participants in Shays' Rebellion. They forwarded a copy of this petition to the selectmen of Deerfield, asking them to form a committee to meet on January 30, 1787, with the committees of the other area towns to forward clemency petitions to the Governor and Council.
