Senate judiciary Approves Alien Restrictions
WASHINGTON- (AP)- The Senate Judiciary committee urged
the Senate today to approve legislation requiring the fingerprinting and registration
of aliens to impose other restrictions designed to prevent "fifth column"
activity.
In a formal report, the committee said that besides the registration provision,
the legislation would prohibit the advocacy of insubordination in the armed
forces and the advocacy of overthrown of the government by force. Aliens would
be forbidden to possess automatic rifles, machine guns or saw-off shotguns.
The fingerprinting and registration program would be carried out by the immigration
service. All aliens except officials of foreign governments and their families
would be required to register at postoffices or other places designated by the
immigration service, which would formulate regulations to implement the law.
Sen. Connally (D-Tex.), sponsor of the legislation, told reporters he hoped
to obtain Senate approval this week. The House previously has passed similar
legislation. |

The Alien Registration Act was passed by Congress on June 29, 1940. This act made it illegal for anyone in the United States to "knowingly or willfully advocate, abet, advise or teach the duty, necessity, desirability or propriety of overthrowing the Government of the United States or of any State by force or violence, or for anyone to organize any association which teaches, advises or encourages such an overthrow, or for anyone to become a member of or to affiliate with any such association." The law also required all residents in the United States over 14 who were aliens to file a comprehensive statement of their personal and occupational status and a record of their political beliefs. Within four months a total of 4,741,971 aliens had been registered.
