Industry in the United States was not in favor of many of the New Deal programs proposed in 1935. Harry Hopkins, Franklin Roosevelt's federal relief administrator was convinced that work should be the chief antidote to poverty and used his influence with FDR to push for federal programs to provide government-sponsored jobs for the unemployed. Three months after this cartoon was printed, the Works Progress Administration was established by executive order with Hopkins as the head.
